Complaint filed against man for felony child pornography charges

The morning of Friday, Dec. 12, Napa County Sheriff Department deputies arrested a 64-year-old American Canyon resident, Francis Joseph Lyons, for felony child pornography charges. According to a complaint filed by the Napa County District Attorney’s Office on Dec. 16, Lyons was arrested at Home Depot on Soscol Avenue in the city of Napa shortly before 10 a.m. Following his arrest, deputies searched his home and recovered evidence supporting the charges.

The complaint accuses Lyons of four felonies including contact with a minor for sexual offense; sending harmful matter; using minor for sex acts and possession of matter depicting a minor engaging in sexual conduct.

For several years, Lyons has been living in a private room with multiple housemates in a property on James Road near the American Canyon Library.

Kim Tootle, Lyons’ housemate, told the Current that on the morning of Dec. 12, “three cops and a guy in a suit with paperwork” came to the house and entered Lyons’ room. “They were in his room for about 30 minutes,” and then left with a bag.

The complaint also states that Lyons admitted to contacting minors for pictures and “to possessing [child sexual abuse material] currently on his phone.”

Lyons remains held on bail at the Napa County Department of Corrections.
